Maryland’s Offshore Wind: History, Present Status and Future Needs

Speaker: Ross Tyler, Maryland Energy Commission

Abstract: After five years of working with State Legislators, Maryland now has a truly transparent mechanism for a private sector developer to receive financial support and to build an offshore wind farm 12-20 miles east of Ocean City in the Atlantic Ocean. As the State moves from ‘policy to project’ there are many logistical, technical and financial challenges that remain and this will require good public/private cooperation. Even before the formal cooperation has commenced there could be potential conflicts. This presentation provides a brief overview of Maryland’s offshore wind policy and mechanisms for a developer to secure revenue in the form of Offshore Renewable Energy Credits; programs currently underway which are being financed by the state to lower barriers for future developers, and the challenges and potential conflicts between the developers’ interests and that of the state.
